ALLIED OB. The first of the two British 12th Mech Corps should read 8th Mech
Cps.
GAME CHARTS
UNIT CHART. Paras fire SF/DF.
AIRPOWER. Soviet S43/W43 airpower should read DF/DF.
HEX CONTROL EFFECTS. Rail Supply through Friendly hexes should be noted "*"
(Not if hex engaged).
GAME MARKERS
The Axis and Allied NORWAY CAMPAIGN and Soviet WINTER WAR markers should all
be dated W'39 (not W'40).
UNIT LABELS
The 'correction' Soviet 50A unit should have 3cv max and start at 1cv. The
replacement labels for Axis Satellites now show their S'39 cv as their starting
(S) strength.
RULES
1.12 MAP CLARIFICATIONS.
(corrections) Poland includes Molodechno, Minsk W1, and Rovne NE1.
2.15 CURZON LINE
This line includes the E. Prussia-Lithuania border after the annexation of
the Baltic States.
2.24 ITALIAN BELLIGERENCE
Only Italian MF units may set up in Libya.
2.25 UNIT RESTRICTION
Units also released if Italy is Declared War upon.
2.27 ITALIAN DEFECTION
The precondition for Italian Defection is Allied MedFront Victory (not Allied
Naval Supremacy.) Eliminated Italian MF units do not count toward defection (as
they are restricted to Africa).
2.41 FRENCH FORCES
Eliminated French forces (blue/red labels) are not rebuildable (except as Vichy
units).
2.42 COMMAND / SUPPLY.
Only a Declaration of War upon Belgium or Holland (not France itself) triggers
French HQ disruption.
2.53 SOVIET MOBILIZATION
The Molotov Pact and cavalry effects properly apply to 2.52 above.
2. 54. MOBILIZATION DIPLOMACY
These effects apply only when the Soviets mobilize by Diplomatic Event.
2.57 BESSARABIA
Annexation of Bessarabia is not considered the Allied Diplomatic Event for
that month. It does not occur if Rumania is belligerent or Cooperating.
2.68 SPAIN
Spanish Defection is based on captured ports (as for Italy), rather than hexes.
Certain Nationalist forces must start in Spanish Morocco (see OB card).
2.69 MINOR POWER POSSESSIONS
Greece controls Crete. Spain controls Palma. Italy controls Rhodes. The Belgian
fortress unit must be located in Liege.
3.2 COOPERATION
Cooperating Powers are neutral, not AXIS. However, they can no longer join
the ALLIES by Alliance Reaction, nor can Allied nations trace National Supply
through them.
3.4 DECLARATIONS OF WAR
These can only be made on neutrals that are currently invadeable (by land or
sea).
3.5 ALLIANCE CHECKS
To signify Alliance Checks are pending for a newly belligerent power, place
a unit in its capital. Always check the uppermost power in the Alliance Chart
with checks pending first. Add units to the capitals of any reacting powers. When
finished, turn its capital unit upright to show it is now belligerent.
When all checks have been made, the active player sets up all newly belligerent
forces, followed by the passive player.
5.6 BLITZ COMBAT PHASE
Blitz HQs enable unsupported combat anywhere within that Front.
6.12 MEDFRONT ACCLIMATIZATION
Spanish units which begin in Africa (SFL, AAf, and Franco) are 'African' units
which are not subject to Maintenance, Acclimatization, etc.
6.22 SOVIET / ALLIED UNITS
Allied and Soviet units may not occupy the same hex. However, Allied / Soviet
territory is common and can be used by either one for command, movement, rail,
and supply purposes. Occupation of hexes controlled by the other does not alter
PP ownership.
9.12 RAIL LINE CONTROL
Since rail lines extend into friendly battles, London and Berlin still act
as supply sources even when engaged. This also applies to minor power capitals
regarding National Supply.
(New) To act as a supply source, London requires rail supply off map to the
north, and Berlin requires rail supply to at least one other Victory City (square
symbol).
10.2 NATIONAL SUPPLY
Allied minor powers cannot trace National Supply through engaged (besieged)
ports, nor through the territory of Cooperating Powers.
11.0 PRODUCTION (SIDEBAR)
In the Production Sources table, note 5 should read: "Subtract these PPs from
Soviet Basic Production when the VF map is in use."
11.31 MF ALLOCATIONS
Axis / Allied Allocations may always be raised to the initial allocation level
(15 PPs) at a scenario break. No increases above this level can be made if the
MF has been active less than three (3) months.
11.32 AXIS EF ALLOCATIONS
EF Allocations may always be raised to the initial allocation level (40 PPs)
at a summer scenario break. No increases above this level can be made if the EF
has been active less than six (6) months.
15.11 ATTAINING NAVAL SUPREMACY
(clarification) Control of Gibraltar is also necessary to satisfy condition
#1 for Naval Supremacy.
15.22 SEA INTERDICTION
The Sea Interdiction value for all EF sea areas is'2', except the Gulf of Finland
and Sea of Azov are '3'.
15.5 BOSPORUS
The Soviets have no naval capability in the Med, and therefore cannot enter
the MF.
16.1 PLOESTI
IMPORTANT: Like National Supply, Axis Oil Supply may pass through neutral countries
as well as neutral sea areas.
16.3 ME PACIFICATION
The Allied ME garrison must be an offensive mobile unit (not a static or HQ
unit).
16.5 MARE NOSTRUM
Does not apply under Allied Naval Supremacy.
16.7 RESISTANCE
The Liberation Army may be raised in Yugoslavia, Greece or Vichy France beginning
the 6 month scenario following the defeat of that power.
1939 SCENARIO
The Curzon Line is the Soviet-German border in Poland and East Prussia. The
Soviet Ukrainian Front sets up between the Pripet and Prut Rivers.
Starting Forces: The Malta and Gibraltar garrisons may exchange cv.
SPECIAL RULE #9: The Norway Campaign: Note: the Axis can lose the Norwegian
Campaign by Diplomatic Event (Allied #11) if it does not control Copenhagen at
month's end.
Errata update: Norway does react on the Alliance Table (disregard previous
errata), unless the Norway Campaign is already underway.
1940 SCENARIO
Starting Forces. MF forces should read Italian Inf (1)/ (2), not Italian Mech.
British forces in France are limited to 3 combat units plus an HQ, starting in
or adjacent to a Channel port. The two beige MF British units are restricted.
S'40 Transition. Allied Basic Production has increased by 5 PPs from the previous
scenario.
1941 SCENARIO
Starting Forces Chart. Soviet Infantry 21 units / 68 cv. Amphib 1 unit / 1
cv.
S'41 Transition. Allied Basic Production has increased by 5 PPs from the previous
scenario, and Soviet by 6 PPs.
1942 SCENARIO
S'42 Transition Allied Basic Production has increased by 10 PPs from the previous
scenario, Axis by 5 PPs, and Soviet by 6 PPs.
Special Rule #4. Gibraltar/Malta stacking rises to 3 units with the arrival
of the first US beachhead, and to 4 units with the 2nd BH. These may be advanced
(see 11.72)
1943 SCENARIO
Starting Forces. Axis Satellite Infantry 4/9, not 5/11.
S'43 Transition Allied Basic Production has increased by 10 PPs from the previous
scenario, and Axis by 5 PPs.
1944 SCENARIO
Starting Forces. Axis Satellite Infantry 4/9, not 5/11. Allied BHs 3/2 (2 Prep).
S'44 Transition Allied Basic Production has increased by 10 PPs from the previous
scenario.

SOVIET UNION
¥ CAN react on the Alliance Table, mobilizing if it reacts. IMPORTANT Errata
update: Soviet unit costs are NOT reduced to EF levels if they mobilize by Alliance
Reaction or Diplomatic Event.
¥ The Soviets do not, and CANNOT, annex Bessarabia.
¥ Soviet HQs are DISRUPTED for the first six (6) months of belligerence (no
Winter War to expose Red Army command defects).
BALTIC STATES. Both the USSR and Germans Guarantee the Baltic States. A DoWar
on any Baltic State by either the Soviets or Germans equals a DoWar with the other.
FINLAND. Finland is a permanent neutral (Axis Guarantee makes it unassailable).
Leningrad N1 is Finnish territory, and Leningrad is NOT a fortress.
NORWAY. The Norway Campaign is automatically in effect the first winter of
German belligerence.
